Founded in 1995, ReCon Management Services, Inc. has grown into a trusted provider of engineering, inspection, and technical services for the industrial market.
Our team includes experienced engineers and technical specialists who support more than 800 projects each year across Louisiana and Texas. Many of our engineers bring over 25 years of industry experience, allowing ReCon to deliver practical solutions to complex industrial challenges.

Roger Boyette
President/CEO
Mr. Boyette is a co-founder of ReCon Management Services, Inc. and ReCon Engineering, Inc. which were both founded in 1995. Mr. Boyette has served as President/CEO since the company’s inception. Mr. Boyette has forty-nine years’ experience in fabrication, construction, project design and project management in the Pulp & Paper, Petrochemical, Manufacturing, Oil & Gas, and Refining Industries. Specific experience with the design of piping, pump systems, compressor systems, ASME Section VIII & IX vessels, API 650 Storage Tanks, and conveying systems. Mr. Boyette has been responsible as Project Manager/Project Engineer for budgets ranging from $1 million to $280 million.
Mr. Boyette graduated from McNeese State University in Lake Charles, LA with a B.S. in Mechanical Engineering in 1977. Mr. Boyette is very active in the local community and is a member of many professional organizations, including LABI (Louisiana Business & Industry), serving on the Board of Directors and LCIA (Louisiana Chemical Industry Alliance). As well, he has served as past president and presently as a board member with the Profit & Loss Association (P&L) and Lake Area Industries/McNeese Partnership (LAI/MEP).
Mr. Boyette is also very active in his church, where he has served as Trustee, Chairman of Finance, served as outreach leader, served as leader/teacher of boys in Royal Ambassadors program, served as leader/teacher of men’s Bible study groups associated with Brother Hood and Promise Keepers. As well, he also attended a mission trip to Colombia to teach English as a second language and presently is serving on the Worship Team, co teaching with his wife Kay in an adult Sunday school class.
Mr. Boyette also serves as a past board member for Mirror Ministries (a non-profit organization dedicated to teaching God’s promises). Mr. Boyette joined C12 in 2025 an International Organization that works with Business that desire to operate their Business as a Ministry (BAAM). Mr. Boyette has been married to his wife Kay for 34 great years and has two sons Michael and Rory and three grandsons Hayden, Carson, and Roran.
Donald Moseley
Senior Consultant
Mr. Moseley serves as Senior Consultant to ReCon Management Services, Inc./ReCon Engineering, Inc. He is responsible for the servicing of existing clients and the development of new business opportunities, primarily the development of Engineering, Procurement, and Construction (EPC) projects.
Mr. Moseley has over forty years’ experience in the pipeline and terminals, chemical, petrochemical, refining and water treatment industries. Mr. Moseley has had experience in operations and process engineering in two chemical plants and as an account manager providing water treatment consultation in the petrochemical and refining industries. Mr. Moseley possesses excellent generalist skills in the project management field, as well as interpersonal skills, organizational, leadership, and time management skills.
Mr. Moseley graduated from McNeese State University in Lake Charles, LA with a B.S. in Chemical Engineering and a minor in Mathematics in 1986. Mr. Moseley is active in his church taking on various leadership positions. He has been a coach for various football, basketball, and baseball programs over the past 20 years. He was instrumental in establishing football at Hamilton Christian Academy in 2002 where they now compete in LHSAA class single A.
Alex Boti, P.E., P.M.P.
Manager Engineering / QA/QC Manager
Mr. Boti is presently serving as manager Engineering at ReCon Engineering, Inc. Mr. Boti has approximately thirty eight years of experience in project design and project management in the Pulp & Paper, Petrochemical, Manufacturing, Oil and Gas and Refining Industries. Specific experience with the design of piping, pump systems, compressor systems, ASME Section VIII & IX Vessels, API 650 Storage Tanks, and conveying systems. Mr. Boti has been responsible as Project Manager/Project Engineer for budgets ranging from $1 million to $10 million.
Mr. Boti served as a visiting lecturer at the Polytechnic University of Bucharest, Romania, and McNeese State University in Lake Charles, LA. He was certified as Project Manager (PMP) in 1995 and was registered as a Professional Engineer (P.E.) in Mechanical Engineering in 1996. Mr. Boti is capable of designing in both English and Metric systems of measurement.
Mr. Boti has a M.S. in Mechanical Engineering from the Polytechnic University of Bucharest, Romania, in 1981. He is very active in the local community and is a member of many professional organizations, including LAMP Lake Area Industries/McNeese Partnership (LAI/MEP), IAB, Engineering Curriculum McNeese Advisory Board and PMI (Project Management Institute), local Chapter. Mr. Boti is a Registered Professional Engineer in the State of Louisiana P.E. 26610, a Registered Professional Engineer in the State of Texas P.E. 109189, a Registered Professional Engineer in the State of Arizona P.E. 57495, a Registered Professional Engineer in the State of Arkansas P.E. 15080, and a Registered Professional Engineer in the State of Wyoming P.E. 13952. Mr. Boti also attended MIT, Sloane School of Management and received an Executive Certificate in Management and Leadership in July 2011.
Stephen Hughes
Corporate Manager of Instrument/Electrical/Automation and Manager of Projects
Mr. Hughes serves as the Corporate Instrument/Electrical/Automation (IEA) Manager as well as Manager of Projects for ReCon Management Services, Inc. He is responsible for all aspects of the IEA organization in the servicing of internal and external clients and the development of new client opportunities.
Mr. Hughes has 37 years of experience in the chemical and refining industries. He spent the first 17 years of his career as a direct chemical plant employee where his responsibilities included Maintenance, Reliability, Capital Projects, Safety/Control Systems Support, and Turnaround/Outage Planning. He began employment at ReCon in 2006. His experience since then has included managing a wide variety of multi-discipline projects for chemical plants and refineries, serving as Beaumont office manager, improving ReCon’s internal processes/procedures, and more recently being promoted to oversee ReCon’s IEA organization.
Mr. Hughes has been actively serving in church for many years as a Bible Study teacher, Choir member, Worship Leader, Mission Trip participant, and Deacon.
Mr. Hughes graduated from Louisiana Tech University in 1989 with a B.S. in Electrical Engineering. He is a licensed Professional Engineer in Louisiana (#26578) and Texas (#97894)
Sergio Villa
Vice President Texas Operations
Mr. Villa has over 35 years’ manufacturing experience in the refining and petrochemical industries working both, in the United States of America and Saudi Arabia for major and industry leading refining and petrochemical corporations.
Mr. Villa’s has held various individual contributing and leadership roles in the following areas: mechanical engineering, plant design, CAPEX and OPEX projects, plant construction, maintenance, turnaround and reliability. Leadership roles held include mechanical integrity supervisor, maintenance superintendent, project manager, turnaround manager, engineering manager, turnaround director and maintenance & reliability general manager.
As Turnaround Director, Mr. Villa has executed “Mega” turnarounds (refining and petrochemical manufacturing sites concurrently) with scope of work comprising of mandated equipment intrusive inspection, catalyst changes, testing of all shutdowns required instrumentation and controls, rotating equipment overhauls, OPEX & CAPEX projects and other opportunity work. Turnaround managed in Saudi Arabia included total budgets of > $500 MM USD and requiring >18,000 workers divided in two shifts.
Mr. Villa is a holder of MS and BS degrees in Mechanical Engineering from McNeese State University. Lake Charles LA.
Michael Boyette
Corporate Manager Technical Services (IT/Survey/Scan)
Mr. Boyette has approximately twenty-five (25) years of experience in the petrochemical and refining industries. His technical experience includes performing mechanical calculations, specifying mechanical equipment, and conducting stress analysis on piping systems.
Mr. Boyette began his career with ReCon in 2001 as a co-op engineering student. Upon graduating in 2005, he joined ReCon full-time as a Mechanical Engineer, where his responsibilities included the design of tanks, vessels, pumps, equipment systems, and piping systems, including stress analysis of major piping systems.
In 2008, Mr. Boyette was promoted to Project Engineer, leading small- to mid-capital projects. His project experience included the design of API tanks, ASME vessels, heat exchangers, pumps, and piping systems, with responsibilities spanning project development from FEL 1 through detailed design.
In 2012, Mr. Boyette was promoted to Project Manager, leading mid- to large-capital projects. In 2015, he was promoted to manage ReCon’s Surveying and Laser Scanning Department.
In May 2020, Mr. Boyette was promoted to Corporate Manager of Technical Services and Operations. In this role, he is responsible for managing ReCon’s IT and Surveying and Laser Scanning Departments, overseeing business development and marketing efforts, and providing oversight of building maintenance and ReCon’s vehicle fleet.
Mr. Boyette graduated from McNeese State University in Lake Charles, Louisiana, in 2005 with a Bachelor of Science in Mechanical Engineering.
Jordan Lyons
Corporate Manager, HS&E/NDT Services
Jordan Lyons serves as Corporate Manager of HS&E/NDT Services for ReCon Management Services, Inc. With more than 20 years of experience in occupational safety, he leads the company’s Health, Safety & Environmental (HS&E) program and oversees the Inspection Division, providing strategic direction that supports ReCon’s employees, clients, and long-term growth.
He has helped expand the Inspection division’s capabilities, strengthen client relationships, and position the team for continued growth while maintaining the high standards that define ReCon’sreputation. Jordan has built his career on developing practical safety solutions that protect people while supporting business operations. Jordan also works closely with the company’s captive insurance partners to strengthen risk control strategies, analyze trends, and support initiatives that reduce organizational risk and improve overall business performance.
Jordan earned an Associate of Applied Science in Occupational Safety and Health from Lamar Institute of Technology in Beaumont, Texas, in 2007. He is an active member of Trinity Baptist Church in Lake Charles, where he serves as a deacon. Known for his approachable personality and genuine care for others, Jordan has a gift for connecting with people at every level, both within ReCon and throughout the communities and industries the company serves.
Away from the office, Jordan enjoys spending time with his wife, Adrian, and is the proud father of two children.

ReCon Gives Community Sponsorship Guidelines
ReCon is passionate about serving our community, and we recognize that our impact goes beyond building great projects. We hope to make an impact in the lives of those in our communities by giving financially and volunteering our time. ReCon is blessed to be able to contribute to charitable organizations and local sponsorships through a formal and budgetary process. Please read through the program guidelines and complete the sponsorship application for consideration.
ReCon is interested in receiving applications from organizations that meet the following criteria:
- The program/organization must serve residents of communities which fall within our geographical footprint.
- Organizations must apply online for community sponsorship funding and provide the required supporting documentation.
- Funding requests are accepted at any time and are reviewed once a month. When possible, please apply a minimum of three (3) months in advance of the event or program.
- Programs/Organizations will need to submit a new application for each request.
- If requesting sponsorship for a team/school organization/event, an employee must be a coach and/or have a child involved.
Community sponsorships cannot be made to/for the following:
- Events promoting the sale, or use of drugs, alcohol, or tobacco products.
- Organizations that discriminate on the basis of race, national or ethnic origin, color, religion, age, sex, sexual orientation, gender identity or expression, marital status, family status, veteran status, disability or other characteristic protected by law.
