Roger Boyette – President/CEO

Mr. Boyette is a co-founder and is presently serving as President/CEO of ReCon Management Services, Inc./ReCon Engineering, Inc.  Mr. Boyette has over forty-two (42) years’ experience in project design and project management in the Pulp & Paper, Petrochemical, Manufacturing, Oil & Gas, and Refining Industries.  Specific experience with the design of piping, pump systems, compressor systems, ASME Section VIII & IX vessels, API 650 Storage Tanks, and conveying systems.  Mr. Boyette has been responsible as Project Manager/Project Engineer for budgets ranging from $1 million to $280 million.

Mr. Boyette graduated from McNeese State University in Lake Charles, LA with a B.S. in Mechanical Engineering in 1977.  Mr. Boyette is very active in the local community and is a member of many professional organizations, including LABI (Louisiana Business & Industry), serving on the Tax & Finance committee and LCIA (Louisiana Chemical Industry Alliance).  As well, he has served as past president and presently as a board member with the Profit & Loss Association (P&L) and Lake Area Industries/McNeese Partnership (LAI/MEP). 

Mr. Boyette is also very active in his church, where he has served as Trustee, Chairman of Finance, served as outreach leader, served as leader/teacher of boys in Royal Ambassadors program, served as leader/teacher of men’s Bible study groups associated with Brother Hood and Promise Keepers.  As well, he also attended a mission trip to Colombia to teach English as a second language and presently is serving on the finance committee, teaching singles Bible Study, and is a member of the Praise & Worship Team. 

Mr. Boyette also serves as a board member for Mirror Ministries (a non-profit organization dedicated to teaching God’s promises).

Donald Moseley
Manager Business Development and Projects Director

Mr. Moseley serves as Manager Business Development and Projects Director of ReCon Management Services, Inc./ReCon Engineering, Inc.  Mr. Moseley provides supervision and assignment of Managers of Projects and Project Managers to successfully meet project objectives and stakeholders’ expectations.

He is responsible for the servicing of existing clients and the development of new business opportunities.  Mr. Moseley works with the Manager Engineering in assignment of resources to support project schedules and budgets.  He has ultimate responsibility for project schedules and budgets while serving as Project Manager on projects as required. 

Mr. Moseley coordinates all sales/marketing efforts of the company.  He works with the President in the development of business opportunities and setting goals and budgets. Mr. Moseley was integral in expansion of the company by average of 20% per year from 1999 – 2008. 

Mr. Moseley has over thirty-three (33) years’ experience in the pipeline and terminals, chemical, petrochemical, refining and water treatment industries.  Mr. Moseley has had experience in operations and process engineering in two chemical plants and as an account manager providing water treatment consultation in the petrochemical and refining industries.  Mr. Moseley possesses excellent generalist skills in the project management field, as well as interpersonal skills, organizational, leadership, and time management skills.

Mr. Moseley graduated from McNeese State University in Lake Charles, LA with a B.S. in Chemical Engineering and a minor in Mathematics in 1986.  Mr. Moseley is active in his church taking on various leadership positions.  He has been a coach for various football, basketball, and baseball programs over the past 20 years.  He was instrumental in establishing football at Hamilton Christian Academy in 2002 where they now compete in LHSAA class single A.

Mr. Moseley serves as a board member for ReCon.

Alex Boti, P.E., P.M.P. – Manager Engineering / QA/QC Manager

Mr. Boti is presently serving as Manager Engineering of ReCon Engineering, Inc.  Mr. Boti has approximately thirty-eight (38) years’ experience in project design and project management in the Pulp & Paper, Petrochemical, Manufacturing, Oil & Gas, and Refining Industries.  Specific experience with the design of piping, pump systems, compressor systems, ASME Section VIII & IX vessels, API 650 Storage Tanks, and conveying systems.  Mr. Boti has been responsible as Project Manager/Project Engineer for budgets ranging from $1 million to $10 million.

Mr. Boti served as a visiting lecturer at the Polytechnic University of Bucharest, Romania, and McNeese State University in Lake Charles, LA.  He was certified as Project Manager (PMP) in 1995 and was registered as a Professional Engineer (P.E.) in Mechanical Engineering in 1996.  Mr. Boti is capable of designing in both English and Metric systems of measurement. 

Mr. Boti has a M.S. in Mechanical Engineering from the Polytechnic University of Bucharest, Romania, in 1981.  He is very active in the local community and is a member of many professional organizations, including LAMP Lake Area Industries/McNeese Partnership (LAI/MEP), IAB, Engineering Curriculum McNeese Advisory Board and PMI (Project Management Institute), local Chapter.  Mr. Boti is a Registered Professional Engineer in the State of Louisiana P.E. 26610, a Registered Professional Engineer in the State of Texas P.E. 109189, a Registered Professional Engineer in the State of Arizona P.E. 57495, a Registered Professional Engineer in the State of Arkansas P.E. 15080, and a Registered Professional Engineer in the State of Wyoming P.E. 13952.  Mr. Boti also attended MIT, Sloane School of Management and received an Executive Certificate in Management and Leadership in July 2011.

Mr. Boti serves as a board member for ReCon.

Stephen Hughes
Corporate Manager of Instrument/Electrical/Automation and Manager of Projects

Mr. Hughes serves as the Corporate Instrument/Electrical/Automation (IEA) Manager as well as Manager of Projects for ReCon Management Services, Inc.  He is responsible for all aspects of the IEA organization in the servicing of internal and external clients and the development of new client opportunities.

Mr. Hughes has 34 years of experience in the chemical and refining industries.  He spent the first 17 years of his career as a direct chemical plant employee where his responsibilities included Maintenance, Reliability, Capital Projects, Safety/Control Systems Support, and Turnaround/Outage Planning.  He began employment at ReCon in 2006.  His experience since then has included managing a wide variety of multi-discipline projects for chemical plants and refineries, serving as Beaumont office manager, improving ReCon’s internal processes/procedures, and more recently being promoted to oversee ReCon’s IEA organization.

Mr. Hughes has been actively serving in church for many years as a Bible Study teacher, Choir member, Worship Leader, Mission Trip participant, and Deacon.

Mr. Hughes graduated from Louisiana Tech University in 1989 with a B.S. in Electrical Engineering.  He is a licensed Professional Engineer in Louisiana (#26578) and Texas (#97894).

Eddie Khem – Vice President Texas Operations

Mr. Khem has over thirty-one (31) years’ experience which has included several key positions. His current position includes responsibilities involving management, engineering, and inspection. He works with the Corporate Manager Engineering to establish visions and goals, servicing existing client accounts and development of new business opportunities, as well as works with and oversees discipline development of detailed engineering estimates and schedules, develop proposals and manage all aspects of projects scopes. Mr. Khem’s past commitments were as a Senior Vice President of Projects and Plant Operations and Vice President of Capital Projects and Construction. His duties have also involved management of EPC companies, and operations management. Mr. Khem is experienced with pumps, flare tips, boilers, turbines, valve piping, mixers, tanks, thermal oxidizers, deaerators, safety relief devices, compressors, knockout drums, water seal drums, cogeneration unit, heat exchangers, flare system, turbo-machinery, and steam traps.

Mr. Khem’s career has entailed of a variety of responsibilities, including leading a multi-discipline company and contracted engineers to optimize daily operations, as well as developed and managed budgets, and worked with Investors/Shareholders. Very versatile in discovering and developing protocols to get projects done professionally and correctly.

Along with exceptional work ethics, he is the founder and chairman of Living Word Living Water Ministry.

Mr. Khem graduated from Lamar University in Beaumont, TX in with a B.S. Mechanical Engineering.

Mr. Khem serves as a board member for ReCon.

Michael Boyette – Corporate Manager Technical Services (IT/Survey/Scan)

Mr. Boyette has approximately eighteen (18) years’ experience in the petrochemical/refining industry. Responsibilities have included mechanical calculations, specifying mechanical equipment, and performing stress analysis on piping systems. Mr. Boyette began his career with ReCon in 2001 as co-op engineering student. In 2005 he was assigned as a full-time mechanical engineer working in the design of tanks, vessels, pumps, equipment systems, piping system including the stress analysis of major piping system.

In 2008 he was promoted to Project Engineer leading work on small to mid-capital projects. Projects included the design of API Tanks, ASME vessels, exchangers, pumps, and piping systems from development of FEL 1 through detailed design. In 2012 Mr. Boyette was promoted to Project Manager leading projects from mid-capital to large capital projects. In 2015 Mr. Boyette was promoted to manage our surveying and laser scanning department. In May 2020 Mr. Boyette was promoted to Corporate Manager Technical Services. Responsibilities will be managing the IT/Survey/Scan departments.

Mr. Boyette graduated in 2005 from McNeese State University, Lake Charles, LA with a B.S. in Mechanical Engineering.

Mr. Boyette serves as a board member for ReCon. 

Jordan Lyons – Corporate HS&E/NDT Services

Mr. Lyons has over fourteen (14) years’ experience in the safety field. He has excellent communication skills as the HSE/NDT/Safety Specialist for ReCon. Mr. Lyons’ responsibilities include updating and maintaining the Corporate Safety Program, conducting office and plant site safety meetings, maintaining training and compliance records, purchase safety equipment and PPE, audit and ensure compliance with plant safety programs. He also works with area safety councils in Southwest Louisiana and Southeast Texas to maintenance compliance for multiple facilities. Integrated TWIC, Avetta and ISNetworld into corporate program. Involved in all aspects of safety incidents.

Mr. Lyons recently was promoted to the Corporate Manager HS&E/NDT Services. Responsibilities involve managing the Inspection department.

Mr. Lyons graduated from Lamar Institute of Technology in Beaumont, TX with an Associate Degree in Occupation Safety and Health in 2007.

Mr. Lyons serves as a board member for ReCon.

Ken Oakley - Chief Financial Officer

Mr. Oakley currently serves as Chief Financial Officer for ReCon Management Services, Inc. Mr. Oakley oversees and supervises the daily accounting operations and the system of internal controls over the accounting functions.  He is responsible for the preparation of interim and annual financial statements, reviewing and analyzing budget reports, and ensuring compliance with all local, state and federal reporting requirements.

Mr. Oakley graduated from McNeese State University with a Bachelor of Science in Accounting in 2005 and became a Certified Public Accountant in 2013. He has over seventeen (17) years’ experience, including eight (8) years in public accounting.  He is a member of the American Institute of Certified Public Accountants and the Society of Louisiana Certified Public Accountants.
